As built survey in land survey

Recently, I noticed that there are many people look for this title. What is as built?

As built is a raw data collection work. You need to pick up raw data such like ground level, road, drain, lamp pole and others permanent features on the ground.

Who need the as built plan? Normally architect, engineer or others professional bodies required as built plan their design or other reason. Thus, land surveyors come to their picture.

Please bear in mind that no everybody including land surveyor can produce as built plan. There is term and conditions stated that only qualify land surveyor can produce high accuracy as built survey. Usually, the qualify land surveyor need to endorse the plan where he will responsibility on the as built survey.

In general term, we can category as built into two groups.

The first is 2-D as built
The second is 3-D as built

What is 2-D as built?

How to get x & y in as built?
X & Y is derived from bearing and distance data

What is 3-D as built?

This as built involve of x, y & z
X & Y as above explanation

Save abort problem in e-submit

Last week after I installed the latest version of e-submit program and noticed that one of my old file could not be saved. A error message came out as "As abort". I through my data has problem and re-key the whole data.

But today, I just realised that there is a problem on "Save abort" in the previous version. Thus, for those e-submit user, please kindly re-install the latest version as shown above to avoid re-key in data like me. Thank you

Time out by 15 minutes in Sun Observation


Yesterday I just realised that my handphone clock always early by 15 minutes. The problem is I always use handphone time when I did my sun observation.

Does the computation has difference?

After I re-compute again as above diagram, there is 10" difference by 15 minutes. Thus, 10" is no a big deal and can be accepted. Anyway, for those surveyor use to do sun observation, please check your time frequently before we make mistake.

How to solve a strata application where there is an existing road inside the lot?



After completed checking the strata application at Shah Alam recently with JUPEM officer, I took this opportunity to ask the above matter.

This is KOMDAR building case in Pulau Pinang where two buildings link with a bridge. For those people have not been here, there is a government road under the bridge. (see above photo)
They had dragged the application for quite long. This is due to Strata Title Act 1985, section 9 stated that a building or buildings must be located inside the lot to get approval. If we follow blindly according to the Strata Title Act 1985, section 9, definitely PTG or JUPEM will immediately rejected the application.

However, the JUPEM officer told me that the case has successful settled recently. It is an interesting discussion with this ex-Pulau Pinang JUPEM officer on that morning. He was very kind to share with me this knowledge.

According to the officer, the buildings and the existing road cannot amend because this is permanent features. According the section 9, Strata Title Application, we need to amalgamate all the occupied buildings lot into one lot and this is a first stage. When come to government existing road inside the lot and this is the trick. In the title, the road must appeal in the plan to identify the location and the most important is in column for term and condition. “This existing government road is not private land.” This is something like the term and condition for agricultural land where it state oil palm, rubber or fruit tree. By this term and condition then the owner need to follow the rule and solve the entire problem.

My boss is right because he did mention to me that human is creating laws and regulation and they have the right to amend if such case as above when we visited this Island of Diamond on last year.

Star Almanac (Sun Declination program)

Past few days the country is rain and I take opportunity to clear some old jobs from other surveyor. Normally, before I prepared the PA, I will ask my boy to check the field book including sun observation.

We can not deny that sometime senior surveyor surveyor also can make mistake due to certain reason. Similar to me. When I tired and I am tend to do mistake. This is why checking is important. For those field surveyor and do not have sun program, they used to do manually including my senior surveyor.

Declination data usually we get from almanac and if you pick wrongly then the whole computation is wrong. This incident happen to my surveyors quite offen. Thus, I create a simple program in excel to compute the declination.

Look at the above image, there is basically how my sun declination look like.

How to use the program.

  1. What you need to do is ensure pekali declination is correct for that particular year.
  2. Now the program is safe to use
  3. Say you need to compute declination for 8 dec 2007. What you need to do is enter "8" and "dec" at the "yellow" column
  4. The declination value will be displaying at the below table.
The program is simple to use and consider friendly user.

Relation JK and PA

JK stand for Jilid kiraan in Malay or (computation sheet) while PA (certified plan) stand for pelan akui. so, what is the relationship between these 2 (two) components.

Refresh back how we do prepare the JK and PA by manually. We need to type in the bearing and distance and subsequently compute the coordinate for every boudary lot. Why we need to compute coordinate? There are a few reason of coordinate computation.

1. To determine the scale
2. to determine the grid
3. to determine the position of the lot so that the lot located on the center of the plan.

No further discussion on how to prepare the PA because the issue is on the relation of JK & PA. Look at the format presently in JK.

There are a few column needed to be filled in such as below:

1. processed by & date
2. checked by & date
3. surveyed by & date
4. approved by & date

The issue now is column 4; approved by how? Yesterday, I received a call from JUPEM and they claim that the approved column should filled with LS name.

Is it make sense? Survey by LS, approved also by LS. But when we look at PA, the approve part we usually put pengarah name and he will endorse the plan if there is no querry.

What I would like to emphasis is the relationship of JK and PA. JK is in ASII format and PA in grahic and there are no difference between each other. Discuss about it and perhap I am wrong.

This morning my boss told me that there is a file from Johor has been rejected due to e-coordinate. Luckily the program is avaible. Thank you. Jupem
