How to produce subdivision Plan (part 4)

After you understand the datum part. Then we can further in details. The next step is to pick out all the boundary marks you can locate on the site. If there is no boundary marks on the site, you should look at neighbour lot until you find the boundary mark.

After that, the surveyor will do the computation as you mentioned in your email. What kinds of computation the surveyor will do?

“Baseline” is the main key word in this post.

What is baseline? Conceptually, the surveyor try to “fix” the new value with old value (PO).

You will ask me why we need baseline?

Baseline is vital to confirm your new survey is proven in position as previous survey. However, due to accuracy. There will be a tolerance or gap between these 2 survey (old & new). This is why I use “fix” word.

Basically, in subdivision or other cadastral work. Refixation is important part to all the land surveyor.

There are many ways of compute the refixation

1. By CAD method (one kind of graphic database which I like to use)
2. Programme calculator (most of the surveyor use it including me for small job)
3. Software (there are many software available in market such as CSCS )
4. Scientific method (Back to basic-involve of a lot of calculation)

Important of Casio programme calculator to a Land Surveyor

This is Melakasurveyor statistic, we can see that Casio programme calculator is important to a alnd surveyor. However, this calculator is not producing and if there is, the cost is high something is RM1500++.

Recently, my casio fx603p did not function when I worked at Pahang. Then I try to look for another but it really expensive. My boss told that why do we use window mobile.

What is window mobile? Window mobile is combination of phone, GPS function and microsft function like excel, word and etc. The best part you can write programme on it. Is it sound good to a land surveyor.

Another best part is the price.....below RM1500. Maybe land surveyor should consider about it.

How to produce subdivision Plan (part 3)

Still remember how to rotate your stesyen to PO value. The objective is to get true bearing. Why we need to true bearing? Ohh...forget to tell that “rotation” in survey field book is “m” either “- or +”. Please make sure you apply the correct symbol.

Another small tip for you. When you do this rotation or whatever calculation in survey, your mind must be free if no, you will be like my new assistant. Key in the po data for a few times but still can not close. The process look simple but sometime if we are tired and cause us to make mistake. When you key in wrong data, it is very difficult to check. Waste time thus always have a check practice is survey to avoid mistake.

Talk about rotation. I refer to do sun observation before I start any survey work. Malaysia surveyor is lucky because nearly everyday you can see the sun. You can either do on morning or late afternoon. Further details can be explained later.

From my past experience, it tell me that when a surveyor have a true bearing for his traverse. We as a surveyor are more confident with our job because you can easily find the mark on ground. Please believe me.

2 boundary mark with a astronomy observation is part our survey datum.

If you do not want above method then you need to look for 3 boundary marks to prove your survey in the control connection.

How to produce subdivision Plan (part 2)

Basically, a Malaysia surveyor need a certified plan or pelan akui from JUPEM to start a survey. Let say you found 2 boundary marks then there are 2 method to observe.

First method by straight observation. It means the theodolit set on boundary mark and RO (reference) also set on boundary mark if there is no obstruction.

Second method is most of the surveyor will do because we do not need to clear the obtruction. Please bear in mind that clearing is time consumption and usually we need speed to complete our survey work. if possible try to avoid any clearing by parang. Normally in this method a surveyor will do a stesen (piket) where this stesen can read these 2 found boundary mark.

In this case, a surveyor can assume bearing or use compass bearing. I refer to set 0 degree and read the both boundary marks. When you have this bearing & distance data. You need to rotate your data (new observation to PO value). Usually, surveyor are using program calculator to compute the missing line. If you want to compute by manual, it is time consume. This part I will explain in another post because it is very technical.

Thus, please remember that when you find 2 marks. “Rotation” must in your mind. You must rotate your reading to PO reading. Distance do not come in, just ignore it but within 0.2 m. The objective is to look for other good marks.

Basically, this is a very general question because this process involve of field work and office processing work

Since you are in field work then I try to explain with you on field work part.

For your information, before we are able to do the subdivision survey (part of our cadastral survey). A licensed land surveyor need to get approval precomp plan from local authority before get the lot number from Pengarah JUPEM under section 396 Kanun Tanah Negara 1965.

As mentioned in your email, you follow your mandore to look for lot boundary mark. Do you know why surveyor need to search for at least 2 boundaries to start a survey? In general, by observe these 2 boundaries mark. We are able to locate where we are then we just able to start our survey.

Question from Sabah

For those intend to improve yourself in land survey skill or knowledge, please do not hesitate to email me. It is my pleasure to assist you all.
This is one of my sabah friend. He do not have any survey background but the way he write to me is very impressive and intend to know more regarding land survey Professional. Good sign, my dear.
Friendly speaking, nowadays we are very hardly can get a labour with RM300 per month in Peninsular Malaysia. I know is very hard but learn as much as possible and hopefully may be you can success as a land surveyor.
Below is part of my sabahan friend email.

"Thanks a lot for allowed me to ask you or more precisely learning from you . Actually my mandur or bos is a bit(can't blame him either lah) "kedekut"(don't in english word) to teach us. May be he scare when we know how to do the survey we will be his competitor in the future but thank to God there is still a good human being in this earth willing to share their knowledges for the good of others human kind like you.
As you know being a survey kuli is hard especially in sabah where most of the land topo is either hilly (almost 90degree) or swapy like the bakau area. Even the foreigner dont want to do this kind of job with only rm300/month in sabah .
with only knowledge to set the tripod or holding the pugo(funny that is what there call in my kg) for topo survey certainly our life will not change much(mau kawin pun susah bah). I like this job bcause i like math(not really good in math but dont know why just like to solve math problem),some more most peoples underestimate(look down) on this field. They said no standard or orang hutan job(may be we always went to jungle/remote area). If i know how to do land survey by myself I wanted to change my friends and my kampung peoples perception. I wanted they to know that land survey is important in our life. It is important for our country development or at least i can teach them so they can improve their life(for your info sabah is the no 1 "termiskin" in malaysia)

Most of my bos projects are land subdivision,topo,or LA. thus my questions will be only on this field area.
firstly just want to ask how they produce the subdivision plan. Normally we follow the mandur to the site to search the initial stone,search all the boundry stones(how many still there & how many missing)then after about 1 month he produce the sub plan. When we ask the mandur he just said waste his time to explain since only educated(sekolah sampai tinggi tinggi di Kuala Lumpur,tak tahu pula tinggi sampai mana) person like him will understood the calculations. I no he was lying bcause I know there are some mandur where my other friends working they only finishes their SPM level but still can be mandur.
if possible can you pls state down the steps that we do from very beginning in land subdivision project.
I know working as land servey mandur is very bz so just take your time to answer my questions.

Cost issue in GPS cadastral survey

95% of New Zealand Licensed Cadastral Surveyors are using GPS in their cadastral survey. Good commitment from all the licensed surveyors over there. I think you all must been go through a tough process before the GPS system has been really work over your country.

GPS to a Malaysia surveyor is no a “new” tools or application. I still remember I did help my friend in GPS application in his thesis in year 1997. Most of my U-mate were doing GPS/GIS/Remote Sensing thesis except me.

I think the main factor why majority of Licensed Land Surveyor in Malaysia do not have this tool mainly because of the cost. Recently, Topcon come out a price of RM85,000 per pair ( this is the cheaper at the moment). How about New Zealand?

Most of my cadastral works are in urban and rural area. Boundary mark is easily can be located with the assisting from local people. Sometime I refer to work in rural area rather in urban because usually village people will well maintain their boundary and the best part in rural area, some boundary mark has number mark which is more helpful to a surveyor to locate the land.

The need of GPS appear when we has a special case. This application is an island and there is no title or boundary around this area. Thus, we need to connect it to the main land which is about 3km from the island. Due to this small case and cause us to buy a pair of GPS for this cadastral work. The condition has been forced us to invest in this technology and we can not escape. We can not deny that the advantages of using GPS but our JUPEM is just started their work towards GPS cadastral. Until today there are only 2 circulars in this topic.

I have been searching what types of data we need to submit to JUPEM for GPS information. In this case, I need to start the datum with GPS and the less with total station us usual. How about NZ survey department? What kinds of data you all submit for GPS datum?

Important of Final Title in Malaysia

Lately, there is a oil palm company request me to compile his title (grant) into A1 paper so that he is able to identity the land easily. I get his quit rent list and buy the certified plan according his lot number. Finally, I realized that there are certain titles still remain as QT.

What is QT?

QT stands for Qualify Title. This system was implemented during our second late Prime Minister, late Tun Abdul Razak time. Before that, all the title are in final title. The problem appeal when final title need long period to process and cause of delay of country development. When there is no title then the land owners are not able to get loan from bank to develop their land.

Can the QT’s land to be surveyed?

If we see the Qualify title, it clearly stated that the boundary is provisional only. By right, there is no legal boundary mark on the ground.

What happen if the QT do not update to FT (final title)?

Refer to National land Code 1965, section 78(3) even through the land application has been approved and transferred (pindah milik). The land is still remain as State land until there is registration of title.

Below is the statement, I abstract from section 78 (3) National Land Code 1965.

“The alienation of state land shall take effect upon the registration of register document of title thereto to pursuant to the provisions referred to in subsection (1) or (2), as the case may be; and, nowwithstanding that its alienation has been approved by the state authority, the land shall remain state land until that time.”

Unit Share factor in Strata Title application

Yesterday, a PTG officer queried on us regarding a strata skim unit share in Selangor. This is a low cost house skim and all the parcel has the same area. Thus, we used 0.1 factors for the unit share and it gives us same unit share for all the parcels.

For your information, unit share for this skim is by area x the factor. The unit share should not exceed than 100.

However, the officer rejects the computation and she wanted the factor to be 1. What is the difference between 0.1 & 1 factor if we multiply by same parcel area? The unit share is either small or big.

We cannot deny that there is a fix factor in unit share for residential, business suit etc.

In this case, the parcel area is same and it does not serve any purpose if we factored 0.1 or one.

Knowledge is vital in handling such legal documentation. Authority officer should not blindly follow the formula, which has been given. We must know what the reason behind the formula is.

Sime Darby query Melaka State on acquisition their property



This is an interesting land issue on Land Acquisition Act 1960 (Act 486). This is a powerful act in Malaysia and usually this act is used by state authority.

If we see at part II on this act under 3.0 “Land Acquisition“. There are 3 conditions where the state authority can carried out this act.

a) Public use such as school, hospital, highway and etc.

b) Land acquisition can be carried out by any person or body with the approval from local state authority where the acquisition will benefit to Malaysia economic growth.

c) Project for mining, housing, agriculture, Industry, commercial, recreation.


In this article, it state that A Famosa Resort at Alor Gajah is one of the land acquisition example where it involve of 180 hectare. State authority is using condition “c” for above example.

While Sime Darby’s case will be referred to condition “b”. Land owner normally do not has the power to fight back on land acquisition matter because any land acquisition occur, the land owner will get the compensation from state authority. Please bear in mind that all the land in Malaysia is not belonged anybody even you have the freehold title. State authority has the right to acquire your land with the mention condition.

Sun is Malaysian natural GPS

In Malaysia, there are 3 types of datum.

First, prove 3 boundary marks in position with comparison old & new value either by straight observation or traverse method. The angle and distance must within the limitation.

Theoretically, the angle should within 10” as stated in survey regulation 2002. However, in some cases where the previous survey was second class value then angle limitation is allowed to 30”.

For your information, second class has been ceased and all the survey must be in first class value at the moment. The tolerance distance is 50mm and below. This figure is not stated in survey regulation 2002 but it is from our survey experience. 50mm is just a benchmark and in survey regulation 2002 or 1976, it clearly stated that any displacement in town survey is allowed to 50mm and no re-fixation can be carried for that particular marks.

Secondly, two boundary marks in position and one astronomy observation as azimuth. Usually these 2 boundary marks distance must be more than 30 m. While the astronomy observation is do comparison on bearing for that particular line. In Peninsular Malaysia, we are lucky because nearly everyday we are able to see sun unless the weather is rain. Thus, we seldom or never do star observation. If you ask me then I need to seek from my lecture notes.

Thirdly is by GPS method and no many licensed land surveyor in Peninsular Malaysia implemented the system. One of them is me…..J

This is my general view regarding Malaysia datum.

Basically, I used to start with sun observation when I found the location. Many people especially the land owner will ask me why I chase for sun. Then I will tell them, sun is my natural GPS which I do not need to buy. They will laugh and joke with me.
